Should I tell my mom that i want to cut my hair abouve my penis?

NO, it's your business and if you are old enough to have a lot of hair down there then you are old enough to not bother her with this kind of stuff.
You can trim it with scissors, but don't shave it. The razor stubble will be horrible, then you could cut yourself. Buy some Neet and let it remove the hair painlessly. It will also stay off longer.

Don't tell her. Unless you have a real open relationship with her, she doesn't need to know. Buy yourself some beard trimmers with a trim guard on it. That way you don't get the blades too close.

if you're like 17 or 18 then no just get the scissors or the razor and get that stuff off but if you;re younger then maybe you should discuss it with her to get her opinion about the situation

How old are you? You can do what you want down there, it's your body. Just don't cut yourself! And shaving will make it itch when it grows back, so just trim it!

SURE!For me I will let my mom know before I do it.That not a bad thing to do,even I will let my mom know I been started to do my masturbation alreadly cus she been saw me doing once in my bedroom.Let her know by telling by yourself is better then she know it by herself.
