Everybody has a small part in the blame game. Society tend to sexualize everything from cars to dog food. It is hard not to be curious or succumb to sexual urges living in a time when you are bombarded with sexual imagery.
It is up to the parents to educate their children on all of the emotional and physical ramifications of sex. Realize that saying just don't do it isn't going to work. You child needs to know about safe sex and feel comfortable coming to you with any questions of concerns they may have.
Teachers, teachers are restricted by their curriculum, however the school should provide balanced resources about sexuality including safe sex. All of the schools I deal with have a comprehensive program which parents can opt out of if they do not with their child to be informed.
Finally it is ultimately up to the teen whet er or not to lay down and have unprotected sex.

Parents have a responsibility to teach their kids the morals and values that are important to their family. And teachers have a responsibility to educate kids about the dangers of society. Teenagers are able to make their own choices and consider the consequences of their actions. No one is "to blame", but everyone shares the responsibility of preventing teen pregnancy.

it's a case to case basis. but whatever the case i believe that the media are to blame because they are a strong influence on our culture. and if only media will project the notion that teenage pregnancy or for that matter underage sex is among society's many ills then i think that the cases of teenage pregnancy and other issues resulting from unsafe sex will be reduced dramatically.
