Lincoln won just under 40% of the popular vote (1.8 million out of 4.68 million). However, he won over 59% of the electoral votes (180 out of 303 - 152 needed to win).

So it depends on which vote you are asking about. He did have a majority of electoral votes, but not popular votes.

Lincoln won only 39.8% of the popular vote (1,865,908)
Douglas won 29.5% (1,380,202)
Breckinridge won 18.1% (848,019)
Bell won 12.6% (590,901)
