Did you ask her if she wants a boyfriend? Im kind of having the same problem.Theres a guy i like but his family is a missionary family and they live in India, so i dont know if he wants a girlfriend.Ask her this:
do you have a boyfriend?
if she says no ask her
Do you want a boyfriend?
if she says yes, ask her
Will i do?

From what I have read you are only guessing that she doesn't want a boyfriend. If you really like this girl then you should get her alone, without your or her friends to make it less akward, and have a chat about how you feel. good luck :-)

how do u know she doesnt want a boyfriend, did u ask her?
well talk to her and tell her how u feel about her, if she still doesnt want a boyfriend then u will have to maintain friends with her.
