Foxtails are prominent in wetlands, however the seeds can float around and find themselves just about anywhere. I would suggest to stay away from any unmowed lawns and grasses, the foxtail are fine until they head out, then yes they are a problem not only to dogs but to many livestock.
USA has foxtail most likely in every state.Seeing how Seattle has quite a bit of moisture, I have to venture to say you have them there.

Foxtail is not a wetland type grass. It actually tends to grow in fields and pastures, roadsides, etc. It has a thin round stem, at the top of which is the "foxtail", which is about the size of a sausage link or small hotdog. It has grassy type blades at the bottom of the plant. It does well in dry climates and can spread very easily. We have a lot of it that grows on our farm. I've never heard of foxtail being bad for dogs. We used to hunt with our beagle dogs in the foxtail all of the time and it never bothered them.
What is more of a pain is cockleburrs. They are a pain to pull out of the fur.

Foxtails grow all around my house. i wish my dog stayed away. there is no standing water - I live on a hill in CA, 1 hour northeast of Sacramento. She got a foxtail in her eye a couple weeks ago - had to go to the vet to get it out.

Foxtail is a weed. If your dogs stay in groomed grass areas, it should not be a problem. If your dogs run all through the tall grasses, be certain to inspect their foot pads and between their toes. If your dogs have a lot of hair between their toes, trimming that may also be helpful.
