It is a 55 gallon aquarium with several other goldfish and 2 Plecostamus. I am almost certain the Pleco's have attacked it. Will it survive or regrow its scales?

if it does it will take some time i would take the fish out and put in a smaller tank with a little extra stress coat and tend to it daily and keep an eye on it it may live it more than likely qwill not being that far damaged but if you qwanna try to save it take it out of tank and put it in smaller one and go from there

If you remove the plecos and keep the water params good then yes they will grow back. You can even add some aquarium salt , 1 teaspoon per gallon just to help aid the wounds and prevent an infection. Certain plecos love the taste of goldfish slime coats and as they get older they become carnivorous and will eat more then just the slime.

Your Black Moor is busy dying, once a fish loses it scales it never grows back. The Plecos will attack only if they know the fish is too week to fight back, I would say it was your other black moors
