Not all parts of Memphis are ugly, but the President's Island section of Memphis is by far the ugliest place I've ever been to. It's an industrial area, and there are no words to adequately describe its ugliness or oppressiveness.

I am not "well traveled" and I don't mean to put Baltimore down but we went there and visited people who lived in the row houses. We stayed about 4 days and I thought it was cool at first BUT then I was starting to have withdrawals from "green" -- it was all pavement and sidewalk and it got to me. I don't know that I'd consider it "ugly" but it's not a vacation place either.
