Yes they can BUT be aware that once something is minuted and recorded, it cant be changed by other members to reflect the issue / themselves in a different light. The minutes will be heard at the next club meeting, after apologies received. The members will have a chance at this point to comment on the contents of the previous minutes, for example give the group an update on a point raised previously, or alert members present to spelling mistakes.

They should, because it is a Club and all members should be aware of the desicions taken and the changes that are going to be done to the club, if any. In fact in every meeting they have to give all club members a copy of the minutes.

What kind of club and are you on the committee? If you are on the committee then Yes, that's why minutes are taken. If not then you would need to see the clubs policies -

Minutes taken can be viewed by any one who is a signed up member.

There are certain exclusions to portions of the minutes where disclosure could breach various acts of Parliment.

usually, yes. but he/she will hear them at the next meeting. don't know what kind of a club/organization you are talking about but refer to your by-laws
