Totally depends on your definition of 'art', which is still pretty debatable. Communication As An Art

I think that it's all three, depending on the style. Bombing (getting one's name/tag up as many times in as many places as possible) is more about marking territory and just getting the name known. Piecing (the bigger, more elaborate pieces) is where the art element really comes in. You might also want to check out the book "Taking the Train" by Joe Austin. It's about the evolution of graffiti and the culture around it in New York from its beginnings in the 1960s up through the present say (well, almost- it was published in 2001). There's a lot of pretty dry historical data in there, but if you sift through that, there's really a lot of good information about the graffiti (as well as a section of color photos of some really nice pieces from around New York from the 70s-90s).
