I don't think 'gender' has anything to do with being "the best"! To be the best headteacher, one must have the quality to lead other teachers and at the same time know how to deal with the children. Combination of these two qualities would make a good headteacher.

i have only had male head teachers, so maybe I am being biased, but when for example we have had a female deputy head covering, she always appears more scary (to me anyway!).
i think the best headteachers are male, and have a relaxed attitude. That is, you can form some kind of 'relationship' with them (not like that :P)

Female, they can understand the student feelings and are usually easier for younger children to trust, however they cant be too soft or no work would ever get done. About the trust think back to when you was a young child, who did you trust more? Mum, or dad? Females or Males?

The word best is relative to many people. There's no such thing as "the best" when it applies to one. The best for one, could be a disaster for others. What is best, is what's best for you.
