You need two video cards installed, if you have a regular desktop machine. For laptops/notebooks with an external display port, you can hook up a second monitor to the port, and use both that and the notebook monitor (you will have to make a change to your graphic settings, depending on your installed video card).
For a desktop, install a second video card. Open Display in the Control Panel, and click the monitor icon for the monitor you want to use in addition to the primary monitor. Select Extend My Windows Desktop onto this Monitor checkbox, then Apply, then Ok. If you don't see that checkbox, your card may not support multiple monitors. Make sure you have hardware that supports multiple monitors before you purchase any equipment. You might wind up having to buy to video cards (one to replace your original card, and one to support the additional monitor.).

another note. usually the two connectors on back of a video card are not both vga. the vga is the 15 pin then there is usually a white female connector. that is DVI or digital video interface. you second monitor can have a DVI connector or you need to get a DVI to VGA adapter, it should be pretty cheap.

You need 2 video cards or a video card with 2 outputs. Then it's just a matter of configuring them in the control panel.

dear friend,
it is simple you have 2 video cards (vga ports) in your computer to connect two computer monitors. now you have one. you have to configure another one and connect the 2nd monitor to the vga port. thats all now you have connected two monitors in one computer. try it...!
