It is Polish, but very butchered. It should go something like this:
"O malych lapkach. Nie wiem, nie kumam, dlaczego, ale smetnie
mi jest z powodu Twojego wyjazdu. A nawet bardzo, albo jeszcze bardziej TO Chcialem wyartykuowac w srode ale nie dalem rady moze przez e-maila dam rade choc nie wien czy podolam. Ale rob tak, zebys byla (happy) czego ci (zycze)
translation:
"About little hands. I don't know, I don't get it why, but I am sad because you left/you are leaving. And I wanted to articulate it so much or even more on Wednesday, but I wasn't able via e-mail and I don't know if I will be able to. But, do what you need to be happy, which I (end of sentense, but I think it was supposed to be "wish you")
Hope it helps! :-)

this is the closest I got to translating your text. Hope this helps.

I don't know why, but I'm very sad cause you're leaving. I wanted to tell you that on Wednesday but I wasn't able to do it. I might do it by mail, if I will be able. Do what you like and be happy. It's in Polish, of course, but it doesn't make sense to translate word by word.

Try it yourself - it doesn't make much sense. You need a Pole!
