That is the date that the odometer reading (mileage) on the title was listed. For example, if you buy a car from a dealer, the mileage on the vehicle is listed on the odometer certification at that point. The dealer may not do the paperwork at DMV for several weeks while you are driving the vehicle on temporary tags. (and putting miles on the vehicle).
If you bought the car with 17 miles on it (new car) on March 1st, and drove it 2000 in the first three weeks (before the dealer did the tag and title work) your title issued on March 22 will show the mileage at 17 as of March 1.
Not all states do this. some do not list the odometer date on the title!

The odometer date is the the mileage that was reported as being on the vehicle the day the title was applied for.
For example, you go to register the title, the clerk will ask, "And what's the mileage on the vehicle?" You give her the mileage, and she puts that on the title as the odometer date.
This information is helpful because if the title says that the car had 450,000 miles on it last summer, but now the guy is tryiing to sell it to you and it only has 50,000 miles - you know the odometer was turned back and he's cheating you.
