Daylight savings time is a planned shift in what time it is by one hour. It moves forward time (spring forward) around April First, though next year it will be March 11. So what is normally 2pm, will become 3pm. It lasts through summer and goes back to the normal time near the end of October.
It is made so that we are more productive, using as much of the daylight time as we can to produce more manufactured goods. For example, the sun is rising at around 5:30 am right now. If we did not do the spring forward, the sun would be rising at 4:30 am, and we would be losing a lot of that sunlight time.
As to why Arizona does not follow it, that was a decision the state government of Arizona decided. They did not want to change, so they passed a law saying they were ignoring daylight savings time. There are entire countries that do not follow the daylight savings time.

Day light savings time is when the clocks are set back an hour in the spring. I think that it started with the farmers wanting more time for doing the harvesting. That is one reason that I heard. The other reason is the government wanted it to be lighter so people would conserve energy by not using lights as soon as they do when daylight savings time is off in the winter.

In Arizona, I have heard that they don't do it, but I don't know the reason why.

Another thing that I heard that passed in the Senate, was the extension of daylight savings time. As of now, it is April is spring forward and in October, it is fall back. I think in 2007, the daylight savings time will be extended 6 weeks. 3 weeks in each direction. Instead of the end of April, it will be the beginning of the month. Then, instead of the end of October, around Halloween, it will be the middle of November.

I don't know if that helps you but that is a good question.

In April most states turn the clock forward an hour. This makes it darker in the early morning and keeps the sun out in the evening.

The government said that it was up to each state whether or not to follow it. Of the 48 continuous states, Arizona is the only one that chose not to follow it. Hawaii also does not follow it.

The main reason is the heat in Arizona. You guys do not need extra sun in the evening!!

In 2007 they will make daylight savings start in March!!

Daylight savings time came about when the US decided to try and save energy. By determining that more people used more energy at night than any other time, they proposed changing the clocks during the summer, when day times were longer, thus cutting down on the amount of energy used by people to turn on lights, etc, at night.

Arizona is one of the few areas of the US which opted out of the entire Daylight savings time system. They stay on Standard time all year long.

Daylight savings time changes the clock so that the daylight hours are more in the middle of the day. Otherwise, it would get dark very early in the midafternoon in some northern states. Arizona isn't the only state that doesn't have it. Hawaii doesn't either. You don't need it. It is kind of a pain in the neck.
