The Problem is: When I start the computer it starts it booting normally, check the C drive then, then shows a message: Out of frequency range, then nothing is shown on the monitor. I've reset the bios battery, tried to enter into setup pressing Del key but failed. Monitor displays nothing to do anything. It became dark, the led of the monitor became orange from fluroscent. I've replaced the monitor. The previous monitor performs well with another computer. I replaced the monitor 3 times. In all cases i got the same result. Hold down the F8 key as the maching is booting -- you'll get a menu with startup options, choose "Safe Mode" to boot into.
Once in safe mode, right click on the desktop, choose "properties" from the pop-up menu, and then "Settings" in the tabbed dialog box that appears. Set the resolution to something low (640x480, for example), click on OK and Apply, then shut down and restart normally. You should then get the lower resolution when you next boot up normally.

There are two possible problems. One is that the display resolution has been set outside what the monitor can support. If it's limit is 1024x768 and someone set it to 1280x1024 then you would get the out of range error. The other possibility is that the refresh rate has been set outside the range it can support. It usually doesn't matter with LCD displays unless you set it outside the range.
You might also check the cable to see if the monitor is plugged in all the way on both ends. Just making sure.
A possible solution is to boot into safe mode, press F8 while the computer is booting and select safe mode from the list of options. That should force the display resolution and refresh rate to be low enough to work.
My suggestion is that you use System Restore to go back to a time before this stated happening. You will get that option as soon as you boot into Safe Mode.

First, start in safe mode. F8 will get you a menu that allows you to choose the startup mode. From there, adjust the resolution to something like 640x480. If this works, restart and then tweak the monitor settings.
Or:
Having replaced the monitor, we can now narrow this down to one of three things:
Most likely: bad video cable from the computer to the monitor. If you have a cable that screws into the computer AND the monitor, replace it. If it is hard wired into each of the monitors, ignore this step.
Possible: bad video card. Open the computer and locate the printed circuit board that the monitor cable plugs into. Replace it with one from a working computer. If it works, replace the video card.
Not likely: bad display memory sticks. Open the computer and locate the memory modules - they will be in "slots" and can be removed and replaced. Make sure each is plugged in tightly.

Don't use safe mode, in the F8 menu, you'll find something called Vga mode.
Hit it,
Then the system boots as usual.
now, When it all works,(i assure u it will)
Change the resolution to 800x600
And hiit OK.
THere u go!!
Not safe mode as it is time consuming, and it does not load the Graphics drive, so u might have problems.

Startup Windows in "SAFE" mode which is done by holding down the F8 key while Windows starts. You should be able to set and adjust the resolution there.

Try to change the resolution. If it does not help, try to replace graphic card (add an additional one if you have AGP slot) or motherboard.
Sorry, but this is hardware failiure, you cannot fix it by re/installin windows.
