This is an example of "in-group identification". A black person sees another black person and tries to claim some inclusiveness by referring to the other one as a brother (often spelled and pronounced "brotha").
I find it an endearing habit, though I would extend it even further since all men should be brothers. Whether you believe in the theory of evolution or the word of the Bible, it is pretty well acknowledged that all human beings derive from a common ancestor, so in that way, we all literally are brothers (and sisters).
So, I tend to greet everyone, white black yellow red, whatever, "How you doin', my brother?" And I have yet to get a negative reaction. OK, except for that one time that I said that to a female fullback, but that's another story...

Since Africa is where we were born and brought to America, we are related to that brotherhood of a Black blood heritage. We are family related.

It's not just blacks who say this, i have also heard other races call each other brother, Muslims relate to each other as brother, or brethren, or bro.

They do this because in our culture we believe in closeness and fraternity. Also many Asian cultures and native American Cultures use the term "brother" or "sister". We use it to make close friends feel like they're apart of our extended family.

there is nothing wrong with it.i'm a black and a muslim.if i see any black or muslim i tell to him brother.it is just to say that this person is of the same culture, race or religion as your's.it doesn't literally mean brother(from the same parents).

its just another way that blacks keep separating themselves from other cultures and then say that "we're all the same" and we're not, we are all very different
