In most photo editing software, you can change the unit of measure by clicking on the word there now ("pixels" for you). Then a drop down menu will appear where you can select "inches", "mm", etc.

To figure it out with arithmetic, determine the pixel density (pixels per inch) (often mistakenly called "resolution") of the picture.

Then divide "pixel width" by "pixels per inch" to get inches of width.

Then divide "pixel height" by "pixels per inch" to get inches of height.

So your question is not "How do I resize" - but instead it is "How do I convert pixels to inches"? Why don't you just ask the real question...
