You could do that with photoshop. If you have adobe photoshop, then you can add frames to your pictures and it would look very realistic.

I dont know any online websites where you can upload a picture and create a frame on the fly, but you can download a free frame maker from http://www.hotscripts.com/Detailed/54604.html
