Driving through high water would definately have adverse affects on almost every part that has been mentioned already. You really need to get this thing off the road and check it from front to back. Start with the basics like belts, then progress to anything that has a bearing IE: AC compressor, power steering pump, water pump, fan motor(s), wheels, etc. Change all the filters including PCV valve. Make sure no water got into brake reservoir. Check body panels, inner fenders, front air dam, anything you can think of. If you can catch the probelm early, you will save yourself a ton of headaches later. When you start running of parts to throw at it, you may even want to have the transmission fluid and filter changed (if automatic). I admit that this would not cause a sound from the front of the car, but it could save thousands of dollars down the road if tranny got a drink. Hopefully you'll find something simple like a rock stock between a brake rotor and a baking plate. Just check everything and good luck.

I am going to guess you have a newer model Cadillac. Perhaps a Deville or DTS. If I am correct in these assessments you need an air pump. When this air pump gets water in it it starts to make a noise that sounds like a jet engine winding up. There is no better description for it. You will need to replace the air pump & inlet hose. If you are under warranty it will be covered.... if not you are looking at about $685.00 parts & labor. If it is not a Cadillac, let me know... there are other GM cars that use the same setup, but not many.... Get back to me.

it sounds like while you were going through the high water it knocked one of your plastic wheel well inserts out of place and it is now rubbing up against your tire. This should be fairly obvious though - or maybe on the back side of the tire.
have a look.
If you give more details like oldboy mentioned people can narrow it down for you a little easier.

Do you have a turbo installed? it seldom makes this sound, pretty normal. if not, you check with your AC compressor, if you have that. The AC compressor's bearings or the AC lines sometimes need replacement/servicing, and make the aircraft sound. Fix it soon, Not good for your Car...

If the sound you are describing is a high-pitched whistling sound, then it surely must be a loose belt. Just tighten all the belts under the hood and you should be alright. Let me know how it went.

Adjust the muffler belt. That's a surefire way to get an airplane noise.

Have the fan checked, especially if you hear the noise after the engine stops, the fan that cools it down sometimes keeps working.
