However, the person with the most world cup goals ever is Just Fontaine of France in 1958 with 13 goals. France were eliminated in the semi-finals ~ with France finishing third.
The total number of goals scored by France in that world cup was 17, and 13 of them by one man!! JUST FONTAINE.
