Your passport is a special form of identification which if ended up in the wrong hands could be dangerous to you.
They could end up with all your personal details as well as your picture. They could use your details to do heinous deeds.
This is why they either have the item tracked and sent by courier (hand delivered) or tracked by sending it by registered post for this same reason. This way someone can be held accountable for the loss/misplacement of your passport and they will have some way of tracking it down.
Yes your birth certificate and photo can be used for fraud too but they dont contain your current living address and are not a passport which entitles one to leave the country under false pretences.
Also maybe if they put the three identifications together and someone else received them they could go open a bank account in your name and use it for ripping people off as well. Here in Australia we have a point system. We need a licence, birth certificate, medicare card (health system) and passport as proof to open a bank account. Maybe by sending them separately it helps stop that from happening.
Maybe its also a way for your Government to waste money on more postage. lol Lord knows!

us passports are normally sent priority mail delivery confirmation. you can check delivery status and contact the passport center if necessary concerning any alleged delivery issues:

a passport is the resposibility of and belonging to the country
of issue. it is a document 'owned' by the authorising country,
therefore if sent by special delivery, they take resposibility
and a precaution not to lose it-
the supporting documents are your own personal responsibility,
as they are your's only- owned by yourself.
you may chose to send them by special delivery if you want to,
but not necessary.
