Once a file has been deleted, its location is "tagged" for deletion, Once you "Empty" the recycle bin, the data is marked as "no longer there" in the "File allocation Table" commonly called the "FAT". There are programs out there that ignore the "FAT" table and sweep the HDD for data not listed in the "FAT" thus effectively "Un-Deleting" the file by reconstructing the data and placing the tag back into the "FAT" The deleted file is still on your HDD even after recycle bin purging untill another file is written to the area of the HDD that the file was origionally written to, or the free space is wiped clean.

When you send something to the recycle bin u don't actually delete it. The file is still on disk. When u delete from the recycle bin once again u don't delete it u just erase entry on file allocation table (FAT), but the file still exists. What happens is that when u write smth on your disk it search for a place to write. To do so it checks the FAT. So after u erase it from the FAT u eventually overwrite the file ;-) Good e?

It gets deleted and the only way to restore it is with software. I use this File Restoration program and it works GREAT! It's free and doesn't require any installation - just download and use it.
