Good question. I'll never forget the story my eldest son told me, How He was doing a 'Walk-About' after the army and had his wallet stolen in Amsterdam. He was penniless and decided to go to the Central Railway Station and play his guitar, in the hope of raising some funds. A man came up to him while He was singing a song from his Native Land and asked him about himself and then calmly forked out the fare to London to his grandparent's place and they funded him to help him get home. That was a complete stranger helping my son and I never forgot that. Bums that come up to me and ask me 'Got any spare change..?' I never bother with, but occasionally I'll see something and it looks out of the ordinary and then I do exactly what that stranger did for my son. I can't afford to fork out hundreds of dollars but I can help, I find, get them a meal, give them a ride to somewhere, something to pay back that compete stranger who wouldn't leave my son stranded and penniless.

you yourself can give the answer. all you need to know that what are the fluorescent materials? they are the materials that absorb those wavelength of light which do not help us to see (infra-red, ultra-violet,gama rays etc.) and converts them to visible light!
a simple example could be the fluorescent light that we use in our home. when current passes through it, light is emitted. along with the light, other rays of different wavelength also comes. the layer of fluorescent material inside the light, absorbs them and converts them to visible white light. thes we get brighter light.
another example could be of the material that is used in inspecting aircraft parts. those material comes in the form of paste and is applied on to the part to be tested for cracks. it is applied in the diluted form. then ultra-violet rays are applied. at the end, the cracks are revealed as rgeen light. this complete process uses the property of fluorescence. the paste used is called fluorescent paste for NDT (non-destructive test).

hope that i have answered your question.
all the best!
