Buddy, I don't want to be insulting. 50 states, but the US is one country. Are you proposing Team California, Team Indiana, Team Michigan, Team Rhode Island. That's absurd. 50 states that fall under one Federal Government, one country. Australia has something like six states no? How many provinces does Canada have? They are one country too. So, your aim to create more competition, is the wrong way to go. I don't want to see divided countries.

UK retains the traditional division by countries as in other team sports as rugby - England, Scotland, Galles, Northern Ireland. But football is born in England, Scotland had qualify in past World Cups... In USA footbal is a newborn sport, played in most part by girls in fully opposition at other countries in the world. Share a single confederation in many others is a suicidal tactic... it'll be weaker...
I disagree about other points too.
1. MOre competition doesn't include more fun. FIFA manage the world cup as everybody-all-over-the-world-as-a-chance cup (let's see today's match, what a dream for ghanian players to struggle with brazilian superstars in must-win single match!) - and NOT as really-best-world-teams-cup. Please forget FIFA world ranking. USA isn't better than Germany, Italy, Argentina and so on. Japan isn't better than Germany. This is FIFA perspection: having the greatest football show, not the ultimate competition.
And it's funny, we all LOVE it. It's better to give a chance to australia, ukraine, switzerland than have every 4 years the same stage ARG-GER-BRA-ENG-ITA-HOL...
2. Judges of quality??? Imagine this match: Ghana will struggle all the way. Brazil shoots 20 times at the net, Ghanian goalie resists. In last minute, Ghana has a fast break attack and score a goal. My judgment is: ghanian heroes! Every team has his own way to play and definitevely to score and win.

i am not sure where you from. what i am sure is you are football idiot to me. you can create anything you want in USA. people will not care about it.
what we have now is FIFA Football World Cup Final 2006 in Germany. we do not have panel of judges in football matches around the world. we do not want to have panel of judges which is similar with Gymnastics. in fact, there are no fairplays in gymnastics games.
so far, the tournament is full of excitements and beauties. i hope it will continue for next couple centuries. if USA want to create their own World Cup for soccer, i will never stop them from doing that. however, i will not support them and i know billion of people will not support it.

well every country is represented by one team and it would be disriminatory for other countries if USA had more than one because then it would have more chances to win..
and Russia is bigger than the USA but has one team also even though they're not on this World Cup

it is one national team because it is only one nation, if any team should have more then one team, it would be brazil, because of their depth and quality of players.
if usa couldn't get past the 1st round, how would they do any better if the team was split in two?
