ex felons in the u.s. are not allowed to own or be in control of any firearm.
(Edit: As a side note in reponse to an answer given after mine, in most states ex felons ARE allowed to vote after completion of their sentence.)

In the US, it actually depends on when the shotgun was made. Under 18 USC, sec.921(a)(3), antique firearms are excluded from the legal definition of firearms. 18 USC sec. 921(a)(15) states that an antique firearm is any firearm manufactured before 1898, or is a modern replica of such a weapon. Now, since 18 USC 922(g) clearly states that a convicted felon may not own a firearm, and the legal definition explicitly excludes antique firearms from the list, it IS possible to legally own a shotgun, if it is old enough.
It would still be illegal to own or posses any ammo for it, though. Meaning that he could own the gun, but never be able to legally fire it.

Not legally unless he/she has petitioned for and been re-granted their civil rights. It is possible to petition the governor of a state to restore the civil rights of a convicted felon.
