Assuming that the train driver is actually driving the train that is about to hit either the child or the group of children:

1) what is the train doing on a stretch of unused track?
2) the train driver does not have a choice as he cannot steer the train - all he can do is sound the horn, apply the brakes and say a few prayers.

How could he hit the child on the unused track? Is he still in the train? Or is he just out to beat up kids?

The train driver can do nothing other than sound his horn and slam on his brakes. The is no moral issue involved here as he cannot steer the train.
