No, not that I am aware of.

All cruise ships.
You can get ferries along the china coast or throughout the P.I. but not between the two countries.
Check out some cruise lines like P&O on the net, they might do budget direct runs (unlikely).
Next best, freighters sometimes allow passengers, but you have to get lucky.
