It sounds like your outfit is pretty attention grabbing being red and black. I wouldn't recommend wearing bright makeup unless you wanna look like a clown. Neutral colors always look good. Brown liner, or black if you go easy on it, a subtle shade of lipstick or tinted gloss. Makeup is meant to enhance your appearance, and not be the first thing people notice.

Cat-eye eyeliner and red lips.
Anything paler would make you look washed out because of the sharpness of your blouse.

You should never make your makeup match your outfit. Your makeup should be whatever goes best with your eyecolour. If you have brown eyes, you can wear almost any colour. Green eyes are best with browns, pinks, purples and golds. And blue you can wear pinks, golds and blues.

use a thin line of red eyeshadow on your eyelid, and use black eyeliner, under the eye and red lipstick! ;)

Make your eyes dark gray and light lips.You have to remember the rule the the pros use.Darker your lips are lighter your eyes have to be or lighter your lips are and draker your eyes need to be.Always remember this rule!!!!
