You need to make adjustments to the hard drive prior to replacing the MOBO (i.e. when it is still running in the previous system). About a month ago, I uploaded (to a friends Web page) the step-by-step instructions, to help others with this problem.
Or, you will have to format and reinstall everything (OS included)
assuming Win XP, and your original key code will not work if you reinstall again to a different hardware profile (each 25 digit key code, produces a hardware ID code) which is only viable on that machine.(unless you use the work-around) - http://www.geocities.com/samamouster@sbcglobal.net/change_mobo.html

I doubt it's a virus.
The computer is restarting prior to Windows fully starting for one of several reasons:
1) The boot sector is damaged.
2) You have a bad Memory module. It might be a good idea to replace your RAM since you've upgraded the CPU and MoBo.
3) Also keep in mind that you can't just slap any CPU, Motherboard and RAM together and expect it to work. Everything has to be compatible.
4) Your hard drive's cable connection to the MoBo may be loose.

Computer is not recognizing the new items. It needs reprogram and probably a new hard drive and then windows will have to be re-programed into the new hard drive after it is checked to see if it accept the new hard drive.

Usually after changing the motherboard and CPU (and not only), the OS itself must be reinstalled.

Sounds like you need to make sure that your hard drive is completely empty and then reinstall your OS.
yes there is software that can wipe your hard drive clean.

windows xp is difficult to transfer from one computer to another..unlike in previous windows. So you better reinstall your windows into your new cpu...

som windows version is oem spacific meaning that it only wroks with certain hardware. if you baught the version of windows that is not oem spacific then it will work
