Dilute. How? First calculate:
The moles of your solute will be the same before and after dilution. Therefore:
Cinitial*Vinitial=Cfinal*Vfinal
where C is concentration (although it should be in M here you don't care because the factor to convert the % into M is the same for both sides of the equation and thus simplified)
and V the volume.
So in your case, if you want to prepare Vfinal ml of solution you need
35*Vinitial=2*Vfinal =>
Vinitial=(2/35)*Vfinal=0.057*Vfinal
You put this amount into a volumetric cylinder and then add solvent up to Vfinal. Mix well and you are ready.
E.g. if you want to prepare 100 ml of 2%, you put
Vinitial=0.057*100=5.7ml of 35% solution into a 100 ml cylinder and add solvent up to 100

lets say( a ) is the weight of formalin, which is the same in both solutions.
(b) is the volume of the original solution.
(b+x ) is the volume of the 2% solution after you add (x) water or whatever solvent.
we want to find (x) (how much water to add ) to get the 2% concentration .
concentration is weight /volume of solution
a/b = 35% b=100a/35 35b = 100a
a/b+x = 2% b+x= 100a/2 2b +2x=100a by subtracting
33b -2x=0
x=16.5b
meaning you add (16.5 times) the volume of the original solution.

c=md * 100/ms md=35 grams of formalin (100g sol...35 g form...65g water) => ms= 35 * 100/ 2, but ms= md + water so => water = 1750 - md = 1715. So u add 1715 grams of water
