You can use a program like CCleaner (freeware) and manually uninstall all of your programs. You can then reformat the drive. If you perform an OS reinstall, don't select repair. Reinstall the OS fresh, and that will remove everything and start over.

Boot your machine from a floppy and just format your partitions (format c:) from command prompt, no big magic in it.
If you don't have a floppy drive you have to make a bootable cd and boot with that,
Before all this you should make sure that Operating System installation media is bootable and in good condition (no scratches) otherwise you could end up buying it second time :(

It's easy you boot your Pc from CD-Rom and follow the insructions!!! But before u perform "format Disk" make sure u have all the drivers needed and u have hard copied all the information u need e.g.: Internet connection settings!!

you need to "fdisk" and create a primary partition. this will wipe your drive. then you need to format, after that you need to re-install your OS. the first program you install should be your ISP and do a full windows update before you do anything else. you can now install your programs and spend the next few weeks tweeking them.

XP/2000/2003
Control Panel\Administrative Tools\computer management
there you can find that desk manadement at there you can find that all loacale drives, then right-click on there and go for format,
(But you cont format c:(OS))
98/95:
right-click on the drives in my-computer window and format all the drives other then c:(OS)
and make your systems boot from cd in bios settings(there is diffrent ways to get bios settings menu for diffrent motherbord types, you can find that in booting time ).
then insert your OS CD in drive and follow .

i did that with my mac i don't know about a pc, but all i had to do was highlight the drive and click erase disk, then re-install the startup disk cd and software cd, simple.
