Nowadays. I would say Dane Cook. Jay Mohr has his moments, but his standup routine is hit and miss.
Brian Regan is funny too.
Carlos Mencia used to be cutting edge, but he has sold out. Once a comedian gets a show, they lose the hunger that made them good to begin with.

Charley Chaplin - Best ever. He made people laugh even without uttering a word. He was pioneer of comedy. Many people still sometimes copy his style in contemporary cinema.
