Assuming that the character exists in a literal sense, then his language would be the same as Gods - the language that speaks without words to the soul; the language of wanting, and needing, the imagery that can lead the mind to act. Everyone is "tempted" in their own tongue. Getting a little more poetic about it all, you could say that Satan speaks the tongue of Doubt and Longing.
