I use a firewall called ZoneAlarm from ZoneLabs (www.zonelabs.com). It's a must-have utility if you don't have any other firewall in place and it's completely free (does not require any credit card or anything like that). Within the firewall settings, you can tell it to hide your IP address.
Also, you can use programs like surfanon, but be careful what you download as many "free" programs tend to come with spyware or junkware.
Lastly, if you just want to change your IP address, you can go to your Local Area Connection (Go to Start>Settings>Control panel>Network Connections>Local Area Connection) double-click on it and select the support tab. This will show your current IP address, gateway, etc. Click on repair to be assigned a new IP address. A different way, if you're comfortable with command prompts is to go to Start>run and type 'cmd' (without the quotes) in the text line. Hit enter to bring up a command window. Once you have this open, you type in 'ipconfig' to see your current IP address. Type 'ipconfig /renew' to change your IP address. Again, these command are typed without the quotes I added.
Hope this was helpful and not too much info.

You can mask your IP when surfing by using services such as Anony-mouse:
http://anonymouse.org/anonwww.html
if you want to change your IP, you may need to contact your ISP if you're issued a static IP. If you have a dynamic IP, you can have a new one reissued in some cases if you trn off your Cable/DSL modem for an hour or so, then turn it back on.

You can mask it with a program called Internet Anonym by Steganos, but if you want to change it, unless you are on a network, you have to do it through your Internet Service Providor.
