What do you propose? Mandatory sterilization?I actually disagree with your"angle" on many levels. But just as a start, the damage to civil rights, in terms of a "thin end of the wedge" of impinging on civil liberties, that would HAVE to come out of any practical enforcement of that concept, not to mention the money spent to arbitrate and preside over such a "program" (??)would make it immediately not worth the longterm cost--both in terms of money, and freedom. In short, it's not even a practical, let alone ethical , solution.
And just as a funny aside--you sound a pretty "Dyed in the wool" capitalist--no doubt with the attendant passion for individual freedom-- yet you've come up with a suggestion only one other
country has ever put in place--Communist China!(You have to admit that's a pretty funny.)

This is more a question on social conscience. Government has really no power in this but we as a society should encourage people to consider parenthood carefully. Not just for reasons of money but also ability to parent.
I agree with the pretense that those who can not afford children should not continually give birth. But forcing them to not have them would only make the problem worth. If we want this issue to be addressed, the public really needs to take change on this issue and change public understanding.

i don't think simply telling them to stop having children will solve anything. i really believe the education system in the us needs some reform before this will ever stop being an issue. it is shown that the more educated a women is the less children she has. i also think the big problem is that our country (US) allows illegal immigrants to collect all sorts of state benefits. these people needs to either become legal residents or stop living off of those that work for a living.

i think in some cases women should be allowed to have only 1 or 2 kids if they cant or have a hard time looking after them. the woman should know better in the first place

The system of welfare and distribution of Aid in nothing new. It should not have been a political issue. God put in place a system called tithes--and since ancient times, those monies were misused. God established a covenaant with Abraham.. Every 14 generations since abraham's exit, God either raised up a righteous branch or barring none being ready to take up the mantle, He caused all to be enslaved for 400 years for their disobedience. David, the Babylonian captivity and the Birth of Jeshua allfell in the 14th generation slot.
During the 400 year prophesied silence from Malachi to Jeshua, God said to bring all the tthes int His storehouse--then He expounded through His prophets--whatever you do to the "Least" of people you do unto me. With the rebuilding of the spiritual temple---Jeshua's teachers taught--The Tithe--10percent collected is to make sure that the rich and the poor, ALL have things in common. In other words--set up co-operatives. The tithe is still being collected but only pennies are sent to the poor. International agencies receive billions of dollars in AID for the poor. Administrators and large advertising agencies have to take out their millions of administration fees and advertising fees first before $1.00 can be sent to the poor. In every nation there are two sets of libraries: one for the plebescite and one for the "esoteric community." Because most legislators have access to the latter clubs, they know that curses follow nations that "ROB poor people--in essence they rob God." So to avoid an unbreakable curse, they legislate "WELFARE" OR "DOLE" into the system. It is deeper than that. Many developed economies are built with the "unrighteous mammon" of wars, Inca gold, many 400 years of unpaid labour and direct manipulation of resource-rich countries' monetary systems. Those policies guarantee that rich nations can purchase essential items cheaply.
The seed of struggling nations and peoples have difficulty getting proper education, and good jobs. Generations of disparity create poverty. How do you know which child will be the next Abe Lincoln, Nelson Mandela, or Madelin Albright- a former refugee? The administration of the Aid and the guidelines for AID recipients should be implementation issues. If we do not discuss these issues --these clouds can grow seeds of hate and resentment. I am sending children of broken homes to University because as a former womanizer I doomed one lady to poverty because I impregnated her and forced her to leave school. My arrogant aristocratic upbringing taught me that "She was not worthy" to be my wife. I visit jails and see many that are there because of "Well respected" icons like myself that rocketed up the ladders of society like a freight train running over innnocent women. Thank God at least I have time left to say sorry to some, to encourage many, and to share with people like you--Love is such an infectuous and inexpensive gift. Try baking a cake for someone struggling to make two ends meet--someone with lots of children and speak words of encouragement: someday, one of these lovely children will make you so proud! Pray for them also!
