It means wear something black and white. If the invitation stated black TIE then it means they want formal wear. If it said black and white and black tie, then dress up in formal clothes that are black and white.

It means the party is too fancy for your dumb a.ss. Just stay at home eating your "hungy man" tv dinner and watch Nascar. Be sure and buy the legends series commeritive plates. Or if you want fancy, get the wine-in-a-box. It's about as fancy as a godless heathen like you deserves. Thunderbird wine is also acceptable, or anything that will make you go blind. And preferably sterile. Don't reproduce, and don't go to this party. You'll only embarass yourself, and the host will I'm sure be humiliated by having to admit that they know you. Invest in clown college and die.

A very special occasion where you will eat very pretty and very petite items passed to you on silver trays, taking only a bite or two when you could eat 20.
You and your date will pose, say nicey nice things to people you think you need to impress because they are wearing formal tuxes and pretty silky gowns, sometimes with sequins and strappy heels.
