"youngers" beg at Berkeley too in California. I don't get this question, if they already have welfare why are we "helping them" too much US money ends up in the wrong hands already. Our help is often stolen by foriegn governments.

People beg everywhere in the world, even in the third world countries, just means they want a share of other people wealth without doing anything for it. Here in Spain we have some women brestfeeding their children on the street in the hope they will get more money

Youngsters beg every where i personally don't help them but it is up the individual to decide if they should give them something.

It makes as much sense as Isaiah Washington wanting us to put more money in the hands of African butchers under the guise of combating Malaria in Africa. I'd rather send money to the Germans than put one more under-qualified Affirmative Action student in med shcool.

We have this problem in London. I never give money to beggars, but if they have a dog, I will go and buy it a tin of easy to open dog food. I will even buy the beggars food sometimes, but never give them money. The reason I never give money, is because they only go and spend it on drugs or booze. I even tell them to get a job like we all have to, that is when you get abuse. So in answer to your question, with money no, with food maybe.
