When the people living there don't use any birth controls and they keep having more babies and expect the rest of the world to pick up the tab and feed them.

This is a contentious question and the answer would be very different from the answerer's political outlook. Some say the USA is not overpopulated because it can theoretically feed itself and still has empty spaces. However the USA produces more pollution then any other country and is far from self sufficient in oil. One can only really think in world terms regarding population. In 1925 when my father was born, there were less then 2 billion people on the planet and it had taken 100,000,s of years for human populations to reach that. There are now over 6 billion and at 8 billion, not many years ,off virtually all planetary human systems become unstable and prone to collapse. If one had a renewable economy, that would not despoil the environment and be self sustaining that is only attainable, with current technology for a population of half a billion. Therefore from that point of view all countries are overpopulated.

When the nations natural resources can no longer sustain the population. This does not necessarily mean food because many countries posess resources that can be traded for food and thus still maintain a high level of agriculture within the state.

When the mountains and the seas of a nation is occupied by people. When there are no more space for agriculture for food production. Where poverty is rampant. Where there are more beggars than employed ones.
