They too, were all rings of power but ruled by the one ring. Of course, the nine human rings corrupted with their power and created the Nazgul. The elves wielded their rings for good but were well aware of the danger involved. I am not too sure about the dwarves, other than they perhaps enticed evil into Moria and destroyed it. "One ring to rule them all and in the darkness bind them."

The One Ring is the most powerful ring, which Sauron had. The other rings were given to their respective races. These had special powers.
It is the One Ring which Frodo has.

Sauron created all of the rings and gave them to each race as a gift. Each ring contained a special power to the bearer. The one ring, Sauron's ring, controlled all of the rings unknowling to the keeper to which Sauron used to control and manipulate each race to his will.
