Are you from Nevada or Death Valley or something? If you're near the beach, it's naturally cooler in the summer. So it may seem cold to you.
I live in Alaska, LA is too darn hot for me. But when I lived in the Inland Empire, LA wasn't so bad. In fact there were several occasions in which I had to wear a little sweater there. I guess it's all about perspective.

Relative to many other places, LA is hot... not all the time though. Temperature is relative.... if you are from LA, you might think San francsico is cold. But if you are from Canada in the dead middle of winter, you might differ that San Francisco is actually hot.
