Computer Scams and frauds?

Is there any authority online we can complain about innocent victims falling prey to them.

Yes there are.

At least two that come to mind.

The first is the IFCC or Internet Fraud Complaint Center (I'll see if I can't find a link to them and put it below) and the FBI. Both have a lot to do with online fraud/scams/spoof emails/and ID theft.

no. they cant easily get caught. What you can do is buy softwares to prevent those crap from getting into your computer
