they are not even accessible to people right now, at least not the ones i saw parked in a big field the last time i went to texass.

It probably depends on whether or not the occupant of the trailer has a subscription with an Internet Service Provider. I don't think it is the government's responsibility to provide that service - although nothing would surpirse me anymore.
