I would interpret this statement as the answer to a question...
"No, I don't have a brain"
The actual answer to the unknown question is "No", with the clarifying statement added- "I don't have a brain."
BTW-
English is the only language where a "double positive" can have a negative meaning... "Yeah, right." (sense the sarcasm?)

Now, the RULE imposed by the questioner limits the potential responses. On this one, I go with "yes," responding to some imaginary statement or question that produces the statement. The implied comment is "What's the matter with you? Don't you have a brain?" The answer is affirmative.

well the answer would be "NO, I don't have a brain" but thats just absurd. It should probably say "YES, I do have a brain."
