Ask him if he minds if you plant some vegetables and flowers of your own along the fence, saying "I think they would grow great because they would get watered when you water your garden." I bet he will relocate his sprinkler asap. If he is like most homeowners, he won't want to pay for water that someone else is benefiting from.

Tell your neighbor what's going on and ask if he could relocate or adjust the sprinkler so that it doesn't water the fence and manually water the area close to the fence. I have to manually water all of my new plants (there are over 20) that are spread over 1+ acres. It's not that hard!

try talking to him and show him the damage the water is doing to the fence. Ask if he could relocate the sprinkler or use less water.

If the fence is rotting, it has to be replaced anyway. Try to get him to split the cost with you. Then ask him to apply a water sealer on his side and you do the same. It must be applied annually to both sides to prevent water damage and stains from appearing. Good Luck!

Talk to him. Ask if he can move the sprinkler so it won't hit the fence, and, failing that, ask if he would be willing split the cost of sealant with you to paint both sides.

Either get some wood sealant or confront him/her.
..or you could just get like a large plastic sheet you could probably find from Home Depot or something and use that to cover the fence on their side so it won't get wet.
And of course, fences get wet anyways... it's not like it never rains or the weather doesn't have humidity.

The rotted wood will have to be replaced, you need to get together with him and consider putting up a new fence. Maybe a cyclone with plastic woven in it for privacy, or one made from the new composite materials, they can't rot because they aren't made from wood.

Who owns the fence? If it is his fence, let it rot. If it is your fence, tell him. If yours is a rental, tell the landlord.
