He get's this money and buys drugs with it also. Now his girlfriend is tring to do the same thing. I know them both really well and know that they can both work.

Actually you can work and collect SSI, I think there is a cap of $700-$800/mo that you can earn - it depends on how much you get from them. Anyway, what he's doing could very well be legal if he isn't making over the stipulated amount -- I know, it doesn't seem right, but that's the way it is. I think it's an effort to transition people back to work, but whatever the reason that's the deal.
