In the last century, it could be Germany, 6 million Jews, a few million in Europe, and several million in Russia alone.

Hmm... Germany, Russia, and Spain are all definite candidates. Germany directly caused WWII and the Holocaust, and it was a major factor in the start of WWI. Russia, through a long history of wars and oppression, has killed untold millions. Spain massacred entire populations during their colonial days, whether through introduced disease, overworked slave labor, or direct violence.

It is important to remember, however, that one shouldn't judge a nation by their past. All three of these countries, especially Germany and Spain, have turned over new leaves.

My guess would be the former Soviet Union. Not only were they involved in many, massive wars, but their communist regime was fond of slaughtering its own people (millions of them). And they were at it longer than the Nazis.
