There is a very big difference between chat rooms and forums they only thing they have in common is that you can communicate with members (chat).
In forums usually are topics and seperated for each field and members in that forum can have debates , discussions.
But in chat rooms its only chatting with people that are currently using that certain chat.
In forum you can discuss even when the members registrered are not currently online and your posting remain there and you can still answer or post there.

Chat rooms are usually for real time interaction, with two or more people conversing. The chat room usually only stores that last messages.

A forum, or bulletin board, allows you to post for others to read whenever. The messages are usually there for a lot longer!

Chat rooms are in real time and are conversational. Forums are questions and answers, comments and discussion about a specific topic and can be reviewed.

Chat rooms are just open conversations involving lots of people. Forums are topic-driven conversations between registered users of the site.
