You would have to know his original salary to decide for sure.
Example 1: His original salary was $200, then they increased it by $200 for a total of $400. In that case his new salary IS twice his old salary. (200 times 2=400)
Example 2: His original salary is $100, then they increased it by $200 for a total of $300. In that case his new salary IS NOT twice his old salary. (100 times 2 does not equal 300)
