A seedless grape is genetically altered to never mature enough for seeds to form, they are there but in smaller mushier form so you cant tell theyre there. like the small immature white seeds in a watermelon but to answer you question. they plant a seed.

Grape vines can live to be 50+ years old, usually producing after 5-6 years, its a hybrid, like persian limes have no seeds... you plant enough vines.....

They come from cuttings, not seeds. A genetic error prevents the seeds from developing a hard outside.
