Clint Howards been in 173 (so far).
Burgess Meredtih in 169.
BUT by FAR the most appearances I could find for any one actor is the brilliant Christopher Lee, 257 films.

I believe that would be Clint Howard, he is Ron Howard's brother. Ron directs a lot of movies and in almost every movie he has ever directed he has included a bit part for his brother Clint. I believe he even won a lifetime acheivement award a few years back.
